  1. Organizational Context

The Ministry of Finance of Islamic Republic of Afghanistan is responsible to mobilize revenue and manage government finances, support economic management and promote economic growth, manage public wealth, promote good governance and implement best public administration practices. State Owned Enterprises are 100% investment of the afghan Government and Ministry of Finance owns and responsible for proper management of them and has to develop transparent procedures to make sure best optimal utilization from the assets. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. On behalf of the Ministry of Finance, CTAP is now seeking to fill the position of a corporate lawyer e] to work in the Ministry’s State Owned Enterprise Department, under the management of the State Owned Enterprises Department . This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development programme within the Ministry of Finance’s State Owned Enterprise Department. Under the supervision of Mr. Yusof Osman, DG of the State Owned Enterprise Department, the successful candidate will provide technical advice, management support and technical inputs required to allow the SOE Department to achieve the target of the SOE Department to develop business oriented and friendly legislations (Laws, regulations and procedures). The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

2.2 Duties and Responsibilities Working with Mr. Yusof Osman as counterpart, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the corporate lawyer will: • Conduct a thorough assessment of current legislation for public enterprises to cover State Owned Enterprises and State owned Corporations in consultation with the SOE Department; • Amend of the current State Owned Enterprises Law to make it more business oriented and comparable with private enterprises; • Develop new State Owned Corporations Law; currently all State Owned Corporations “SOCs” are operating under the Limited Liabilities Company Law which has certain accountability and transparency problems so there is need for the Government to develop a new piece of legislation for SOCs; • Develop procedures such lease, partnership (PPP), sale of assets and sale of shares and other procedures. SOE Department has Liquidation and Corporatization Procedures but there is need for certain other procedures such as the ones mentioned;; • Build capacity and transfer knowledge and technical advice to the legal section of the SOE Department; • There could be need to re-organize the organizational structure of the SOE Department to meet the required output based on the amended Law for State owned Enterprises and new Law for State Owned Corporations.

2.3 Deliverables The deliverables of the corporate lawyer are: • Amendments the Law for State Owned Enterprises; • Development of State Owned Corporations Law; • Lease Procedures; • Privatization procedures; • Partnership procedures;
• PPP Policy and Procedures; • Sale of shares and properties procedures; • Capacity building sustainable mechanism.

2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • Master degree in the development of Corporate Legislation; • least 10 years of working experience in the developing countries and 5 years of relevant working experience; • Experience in post conflict countries where there has been great deviation from closed economy to free economy system. • Fluent in English; knowledge and understanding of Pashto or Dari will be helpful. The Ministry of Public Health (MoPH) is the Afghan Ministry responsible for formulation of National Health Policy and Plans. 2.1 Nature and Scope of Assignment

Under the supervision of the Director General curative medicine, the successful candidate will provide technical advice, management support and technical inputs required to allow the MoPH to achieve its objective of having sufficiently qualified and trained human resources in order to implement its strategy. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. 2.2 Duties and Responsibilities

Working with the General Directorate of Curative Medicine Director as counterpart, managed and coordinated by the General Director of Curative Medicine, with assistance from the CTAP Capacity Development team, and other relevant individuals, the medical imaging advisor will: • Assessment and mapping of diagnostic medical imaging services and capacity building at central and provincial level . • Develop of policies, strategies, standards and procedures for medical imaging services. • Develop SOPs, training manuals and training curriculums for all health facilities in medical imaging. • Establish rules and regulations for patient and staff safety for protection against occupational hazards especially radiation. • Conduct short and midterm training programs in the field of diagnostic medical imaging (X-Ray, advanced sonography, Echocardiography, CT-Scan, MRI and PET). • Assist the GDCM in the establishment of Diagnostic medical training institute. • Develop performance appraisal system for staff working in the medical imaging field. • Provide technical Support in the supervision, monitoring and evaluation of medical imaging programs and related services. • Assist the GDCM in developing a medical imaging Specialization and Residence Program Strategy.

2.3 Deliverables

The deliverables of the medical imaging Advisor are:

• Mapping of diagnostic medical imaging services and capacity building assessment report. • Medical imaging Clinical Specialization and Residence Programs strategy. • Medical imaging training program development and implementation. • Professional developed policies and procedures. • Department Staff performance standards. • Rules, regulation and SOPs for occupational health hazards.

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications:

• A post graduate degree in diagnostic medical imaging/ radiology. • At least 7 years of work experience the Health Sector, with 4 years of experience working in diagnostic Medical imaging. • Demonstrated experience of developing and implementing diagnostic Medical imaging trainings and services. • Good team worker, capable of working effectively in a very challenging environment • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus

• Do a comprehensive assessment of the current status of the emergency response interventions at all health facilities level and Clinical Specialization Program and it’s alignment with the current and future needs of the MOPH and the Health Sector. • Design emergency packages in organization of emergency services in all level of health facilities. • Develop strategic framework for response to natural and manmade disasters leading to mass causalities. • Assist the GDCM and its relevant clinical health facilities in the development of infrastructure of emergency services. • Assist in the development of a comprehensive emergency training program and curriculum. • To conduct short and mid-term refresher emergency management trainings at central and provincial level. • Will pay visits to provincial and district level hospitals for support in the emergency hospital services. • Develop policy, strategy and guideline on emergency services and case management in all level of health facilities. • Will assist the GDCM and its relevant departments and health facilities and the development of effective and efficient ambulance services both in central and provincial levels.   1. Organizational Context

The Ministry of Communications and Information Technology (MCIT) is the specialized governmental body of Afghanistan in Communications and IT sector, established with the objective of implementing the Afghanistan Government policy in this sector. The mission of the Ministry is to create solid grounds that will ensure the effective and efficient development of the telecommunication sector and transition to the Information Society in Afghanistan.

The Afghan Postal Administration of Afghanistan is a Government department under the Ministry of Communications and Information Technology. It operates under the postal law and postal regulation of Afghanistan and Universal Postal Union (UPU) Convention. It provides the customers with traditional postal services as letter post items and parcels as core business and selling stamps and renting the post boxes, as ancillary business and Postal Financial services as well as EMS services as value added services in the competitive communications market.

Afghan Post is a state entity and an administration under MCIT, Contrary to the public telecommunication operator, post has not yet enjoyed from reform and investment. According to the future development strategy that fully encompasses the need of reconstruction and modernization, there is a process underway to rewrite the postal law and also create a competition law whilst in parallel setting up a postal regulator in the form of an independent authority under the minister of communications & IT. Reconstruction and development projects are market oriented and potential for growth in the sector and envisaged to take place over a 10 years period of time.

On behalf of the Ministry Communication and IT, CTAP is now seeking to fill the position of Human Resource Advisor to work in the Ministry of Communication and IT Human Resources Directorate.   1. Position 2.1 Nature and Scope of Assignment

• Define postal regulatory framework for the postal sector in Afghanistan which includes: • Revision of the postal law, policy, legal and regulatory Strategy and frameworks • Reviewing and revising the new postal law according to the Universal Postal regulations. • Identifying a system requirements • Encouraging and ensuring private sector participation • Underlying principles of the Universal Postal service and agreements. • Evaluation of the Sector according to the Global Postal regulations. • Drafting new rules, regulation and procedures according to the international best practices and Universal agreement of sector

Working with Mubarak Shah as counterpart, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Labor Market Specialist will: • Advise - on the basis of a detailed review of the current stage of LMIA - on the establishment of a suitable LMIA system that can be responsive to the needs of the country. • Assist the installation and operation of the newly designed LMIA system • Support the design and implementation of labor market surveys. • Develop a mechanism for regularly monitoring labor markets. • Train staff of the unit. • Coach and mentor the LMIAU Manager and other technical staff in order to promote and strengthen professional capacities. 2.3 Deliverables

The deliverables of the Labor Market Specialist are: • MoLSAMD is helped to undertake labor market information collection, analysis, and reporting for employment and human resource development planning.

• Labor Market Surveys are started.

• Data/information from the labor market surveys is analyzed and reports on labor market trends prepared and disseminated. • An efficient and operationally sound LMIAU is established and made functional. • The skills of LMIAU Manager and staff are enhanced. • Appropriate training programs and training materials are developed. • The survey data is used in providing feedback to education and training providers. • Proposals are developed for seeking donors’ support in strengthening LMIA system in Afghanistan

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications: • Candidates should hold a Bachelors Degree or higher with a minimum of 7 years work experience in Social Sciences preferably in Labor Economics/Economics/Sociology and Statistics. A PhD in the relevant discipline will be preferred. • Minimum of 7 years professional experience in any or a combination in the fields of: i) labor market surveys, ii) labor market information studies/research, iii) developing/designing/managing labor market information and analysis units/systems, iv) working in countries where the informal economic activities dominate, and v) human resource development/planning and utilization. • Experience of skills transfer and capacity building. • Developing related training methodologies. • Close interaction and mentoring of local staff. • Previous experience in under-developed, insecure or post-conflict environments a plus, • Fluency in Dari and/or Pashto a plus

The Independent Directorate of Local Governance (IDLG) is the governmental organization responsible for sub national governance in Afghanistan. IDLG incorporates the Offices of Provincial Governors, the Offices of District Governors and Municipalities in its administrative structures, plays a key role in the appointment of Governors and provides assistance and capacity building to Provincial Councils. IDLG is also responsible for the overall program of sub national government reform in Afghanistan. Since its creation, IDLG has launched a Strategic Work Plan, A Strategic Framework and sub national governance programs with a combined value of nearly $750m. It has also led the government of Afghanistan through the process of formulating the country’s first Sub national Governance Policy, which was before the Council of Ministers at the time of writing. In order to support the implementation of its strategic plans, its programs and, if approved, the sub national governance policy, IDLG is launching a major programs of capacity development for its Finance and Administration department, starting with its Human Resources Function. IDLG is being assisted in this program by a new Afghan government programs, the Civilian Technical Assistance Program (CTAP). On behalf of the IDLG, CTAP is now seeking to fill the position of Public Financial Advisor to work in the IDLG Directorate of Finance and Budget, under the management of the Finance Director. Nature and scope of assignment:

This assignment involves supporting a government-led capacity development program within the IDLG Directorate of Procurement. Under the supervision of the Procurement Director, the successful candidate will provide technical advice, management support and technical inputs required to allow the IDLG to achieve its objective of building public financial function that can provide an efficient and timely supply to implement its strategy. The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. Duties and responsibilities:

Working under the supervision of the IDLG Director Finance and Budget, and with a designated counterpart in the Department of Finance, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Public Financial Management Advisor will: • Assist the department to map, evaluate, refine and streamline existing PFM processes and systems, making full use of the scope for delegation of decision-making power that is provided by existing regulations. • Provide a long term computerized system in which the required documents and process payments, payrolls to individuals and firms contracted for service delivery by IDLG developed • Assist the operational and financial management procedures and guidelines for effective management of financial activities of IDLG developed • Capacity of budget preparation and financial reporting system transferred to the Finance and Budget directorate • Developed Financial management and reporting Manual, covering processes and procedures based on existing laws and international best practices and standards • Provide advisory and technical backstopping to support the implementation of streamlined business process. • Develop and Implement computerized asset management tracking/inventory system • Facilitate dialogue between the relevant internal departments and external stakeholders such as the Ministry of Finance to ensure full institutional buy-in to streamlined processes. • Design and assist the operation of functions for program budgeting. • Support the development and implementation of a system for measuring departmental performance and progress of continual basis. • Identify staff capacity constraints and weakness and ensure plans are developed to address them. • Design and support the arrangement of systems for training, coaching and on-the-job learning for departmental staff in coordination with the HR Department. • Coach and mentor departmental staff in order to promote their professional development.

Deliverables:The deliverables of the Public Financial Management Advisor are:

• Critical financial management processes mapped, streamlined, communicated and implemented/institutionalized. • Comprehensive set of tools and resources to support PFM processes in place. • System for evaluation of internal department capacity and for measurement of departmental performance in place. • Training management and delivery system designed and implemented.

Skills, experience and qualifications required

  1. Organizational Context

Ministry of Finance (MoF) has a clearly defined role serving the government and people of Afghanistan, in terms of mobilizing revenue and managing government finances. And a key priority for MoF is sound expenditure management and increased revenue mobilization to ensure fiscal sustainability. To efficiently and effectively undertake these functions, MoF prepared a five-year strategic plan in 1384 and noteworthy progress has been made in the past four years towards establishment of an effective and transparent public financial management system as well as in tax reforms and increased revenue mobilization. MoF developed and annually updates the Medium Term Fiscal Framework (MTFF) (Annex B) and Medium Term Budget Framework (MTBF), which went approved by the Cabinet and Parliament. As part of the MTFF, budget ceilings for the operating and development budget as well as revenue targets are set for the next five years 1388-1392, moving towards fiscal sustainability. MoF developed the Macroeconomic Framework, which is part of ANDS.

The PIU is the new established Department in the Structure (Tashkeel) of MOF, PIU is responsible for implementation, Coordination and Evaluation of Development projects That are under supervision of MOF, PIU is also responsible for bringing up the transparency in all the procurement processes.

Since the PIU newly established Department in the Structure (Tashkeel) of MOF, so it needs to launch process of setting strategic planning and strategic framework, to reach on goals that it’s established. Due to these Aims, PIU is being assisted in this process by a new Afghan government program, The Civilian Technical Assistance Program (CTAP).

CTAP aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It will enable line ministries to design and implement programmes that will increase their capacity to achieve their ANDS goals, supported by teams of Technical Assistance staff with strong experience in improving the performance of government. The entire process, including strategy development, deployment and programme management, will be demand-driven and Afghan-led. The capacity building programmes supported by CTAP will help government agencies to make their permanent structures, processes and personnel more effective. As a result, these agencies will be better able to improve the lives of the people of Afghanistan. In the long term, the capacity development process will also allow government to use its permanent staff to carry out more of the work that is currently being undertaken by external technical assistance providers. CTAP will work closely with other capacity development initiatives to achieve these results, and will ensure that best practices in capacity development are applied throughout. CTAP is an Afghan-led government institution whose clients are the ministries, commissions and directorates of the government. It is funded from the treasury, under a budget support arrangement with donors. On behalf of MOF (PIU), CTAP is now seeking to fill the position of Public Administration Reform Specialist to work in PIU, under the management of PIU’s Director. This position is open to international passport holders: Afghan expatriates and nationals of regional countries are especially encouraged to apply.

  1. Position 2.1Nature and Scope of Assignment

This assignment involves supporting a government-led capacity development program within the MOF. Under the supervision of the PIU, the successful candidate will provide technical advice and inputs in respect of public administration reform. The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.

2.2 Duties and Responsibilities

Working under the supervision of the PIU Director, with assistance from the CTAP Capacity Development team, the Public Administration Reform Specialist will: • Support the implementation of Public Administration Reforms (PAR) at Center and sub-national level institutions • Assist and Coordinate to ensure decision-making and service delivery responsive to the needs of local citizens and communities • Review and update and align Terms of Reference (TORs) of all staff to achieve MOF’s Strategic goals
• Implement New Paying & Grading and Capacity Management Programs (MCPs) at central and provincial level • Develop and implement system for the implementation and monitoring of Public Administrative Reform (PAR) at the PIU central office. and the respective provincial and district governor’s offices • Develop and implement performance measurement and management systems and processes for PIU. • Train related counterparts fully on Public Administrative Reform (PAR) implementation • Undertaking any other task asked by the PIU Director.

2.3 Deliverables

The deliverables of the Public Administration Reform Specialistare: • Public Administration Reforms (PAR) at Center and sub-national level institutions implemented • Decision-making and service delivery ensured, coordinated and responsive to the needs of local citizens and communities • ToRs of all staff reviewed, updated and aligned to achieve MOF’s Strategic goals
• New Pay& Grading and Capacity Management Programs (MCPs) implemented at central and provincial level • System for the implementation and monitoring of PAR at the PIU office and the respective provincial and district offices developed and implemented • Performance measurement and management systems and processes for PIU. Center and Sub-National Units developed and implemented • Related counterparts fully trained on PAR implementation

2.4 Skills, Experience and Qualifications Required

The successful candidate should have the following skills, experience and qualifications: • University degree, preferably in Organizational Development, Human Resource Management, Public Administration Reform, Business Administration or related subject, preferably at Masters’ Level or above • Minimum 10 years development or governance experience, including at least 5 years’ experience in a role with significant responsibilities for Public Administration Reforms, Restructuring, organizational development or capacity building • Sound knowledge of compensation practices inclusive of establishing pay and grading systems and methodology; point factoring; pay for performance; market analysis and merit pay programs • Demonstrated history of providing training, coaching and mentoring to local counterpart staff • Able to produce reports and other standards documents, in English, up to a professional standard • Previous experience in under-developed, insecure or post-conflict environments a plus • Fluency in Dari and/or Pashto a plus

  1. Organizational Context In 2006, the President of Afghanistan established an Independent Board for the development of a new city in the Dehsabz and Barikab areas of Kabul. The Board consists of Senior Economic Advisor of the President, Minister of Urban Development, Minister of Agriculture, Irrigation and Livestock, Kabul Mayor, leading private sector representatives, urban planning specialists and an urban economist. As a national priority, the Board formed the Dehsabz City Development Authority (DCDA) in late 2006 as its financial and implementing body. The DCDA was tasked to pave the way, through mostly private sector-led activities, for the administration, design, documentation, marketing, implementation and maintenance of this exciting new economic hub for Afghanistan and the region. A number of European companies specializing in urban design, water management, and sustainable environment and landscaping, business strategies and energy resource management were commissioned to develop the conceptual master plan for the new city. Preliminary conceptual designs, initial feasibility, technical and economic impact studies and a 1:20000 model of future city were completed. With the assistance of Japan International Cooperation Agency (JICA), the master plan of the New City is now complete and endorsed by the Afghan Cabinet. The project is moving into the final planning and detail design phases and enjoys the growing support from the national and international private sector as well as the government agencies. 2.Position 2.1 Nature and Scope of Assignment This assignment involves supporting a government-led capacity development program within DCDA’sFinance, Administration, Lands divisions and corporate departments under the supervision of DCDA’s Chief Executive Officer (CEO), the successful candidate will provide technical advice, management support and technical inputs required to allow DCDA’s Finance, Administration, Land Divisions and Corporate departmentstoachieve the designated strategic goals. The successful applicant will be expected to work with Finance, Administration, Land Divisions and all corporate department heads as national counterpart and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities. 2.2 Duties and Responsibilities In order to manage the finance and business administration (FBA) affairs of the Dehsabz-Barikab City Development Authority (DCDA), including financial analysis and reporting for management by the finance department, support the heads of the finance, administration, lands divisions and corporate departments as a national counter part, following are the main duties and responsibilities of the finance department that the Commercial Advisor is expected to be providing Technical Assistance. • Business administration of Dehsabz • Business administration of Barikab • General accounting and procurement • Internal auditing • Cost accounting • Budgetary controls, etc.

The Commercial Advisor shall support the preparation and implementation of projects and office financial/ accounting procedures, guidelines and policies, the conduct of the relationship of the office with the Islamic Republic of Afghanistan, especially with the ministry of Finance, international community, especially major donors, national and international Credit Agencies and all the related financial institutions, the maintenance of its fiscal records, and the preparation of financial reports and taxation obligations. The Commercial Advisor shall support reviewing all financial management obligations and requirements under both Afghan and international laws (where applicable) are met, and that sound financial management systems and internal controls exist within the DCDA. ALL FBA working procedures have to be based on DCDA-Governance Charter and the DCDA- Operation Manual. Support to Leadership in the following tasks • Lead financial reform and ensure appropriate financial practices are followed throughout the DCDA. • Develop and implement measures enabling the DCDA to achieve world’s best practice in financial management. • Provide leadership to DCDA’s Business administration’s for Dehsabz and Barikab, • Accounting & finance team, taking responsibility for ensuring that the necessary financial skills are available to the DCDA and that appropriate staff development opportunities are made available • FBA as internal service provider to Dehsabz and Barikab projects has to serve the interface to the projects as well as to the other corporate organizations such as Legal, Business development, etc.

Support in the strategic planning as described below • Contribute to the DCDA’s strategic plans as an adviser and to the marketing &sales planning& design-and project implementation process. • Provide regular reporting to the CFO on performance in key result areas as well as on cyclical evaluation of overall performance against strategic objectives. • Ensures transparent tender documentation, proposals, evaluation and negotiation put forward by the DCDA support and contribute towards the DCDA’s strategic goals and objectives.

Support in the budgeting according to international norms • Prepare and submit the annual draft budget to the DCDA. • Provide the DCDA any information needed to conduct within-year reviews of the approved budget. • Monitor the DCDA’s performance against its approved budget. • Oversee the financial implementation status of projects/programs in the budget. • Implement strategies for fraud and corruption control within the DCDA and compliance with audit requirements. • Manage appropriate asset management practices. • Provide strategic and financial input to CEO for Board discussions relevant to the DCDA. • Check and evaluate projects budgets prepared by the heads of Barikab- and Dehsabz projects.

Support in Reporting

• Fulfill financial and other management reporting requirements, in accordance with prescribed DCDA policy and internal DCDA requirements. • Prepare internal financial reports to a format and schedule agreed with the CFO and the Board. • Prepare external financial reports for the annual report and as required through Afghan Law or regulation.

Advise in the implementation of Compliance • Ensure appropriate and effective financial and compliance systems are operating to: • Record transactions and maintain accounting records in accordance with statutory requirements of the DCDA. • Record and control the assets of the DCDA Offices and DCDA projects. • Support analysis and review of areas of expenditure for necessity and reasonableness against strategic goals, program requirements, and DCDA policy to minimize waste

2.3 Deliverables The deliverables of the CommercialAdvisorare: • Economic strategy for KNC has been developed • Communication Strategy has been prepared • Business plans for DCDA’s 5 programs have been prepared • Required financing arrangements have been made • Procurement manual for DCDA is prepared and the planned projects have been procured • An effective financial reporting system is prepared • Mechanism for coordination with stakeholders has been developed • Procedures for land sale and lease are developed • Quality control manuals is developed • An effective database for land titling is established • The external interface agreements has been prepared

2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • MBA or PHD in Finance, senior economist, (bachelor’s degree from a reputed university, may be considered with extensive experience) • Minimum10 years of working experiences in relevant discipline are required • Knowledge and expertise in report writing • Represent the DCDA effectively in meetings with others • Must have ability to translate objectives and results among different groups, including social scientists, natural scientists, business people, rural communities, and others. • Posses strong skills in leadership and management, communication (written and oral), • Relevant professional experience in the filed of Finance, Accounting, Marketing, Investment and management sector. • Must have knowledge of Afghanistan's Constitution Laws; • Good oral and written skills in Dari, Pashto and English languages; • Excellent computer skills are required (Ms.Word, Ms.ExcelMs.Access and Accounting software are required). • Ability to work effectively in a multi-ethnic and multi-cultural environment; • Frequent interaction and contact with local government and non-government colleagues, • Donors, professional peers, auditors, and finance and investment consultants.

  1. Planning & Design Planning and design of the Kabul New City is one of the key tasks of DCDA. As a senior expert the Technical Advisor will perform the following activities to assist the leadership of DCDA: • Advise and Assist the technical staff of the planning division of DCDA on preparation of the structure plans, staging plans and land use plans, greenery plan, agriculture development plans etc. for KNC development.

• Assist the engineering staff of DCDA in development of Kabul New City (KNC) specific urban planning tools and engineering systems.

• Assist the preparation of Urban Development Guidelines

• Assist UP engineering staff in understanding of international codes and standards and to make use of the best suitable codes and standards for KNC development or to develop KNC specific codes and standards learning from the international practices.

• Help out the Infrastructure Division staff in preparation of the Infrastructure Design

• Assist the preparation of the infrastructure studies and surveys

• Review the reports and studies results

• Assist the preparation of Environment Impact assessment and review of the reports

• Review and prepare the ToRs and RFPs prepared by the relevant divisions to outsource any work

• Manage the activities of the consultants and contractors

• Assist development of Design standards and procedures

  1. Land Issues:

DCDA has committed to provide cleared lands to the developers for development. The private lands will either be acquired or the owner will be permitted to develop the land, if they would prove their technical and financial ability to DCDA. The Technical Advisor is expected to support on the following tasks in this area:

• Assist and advise in the preparation of land clearance, acquisition, distribution and lease procedures • Propose alternative methods of land acquisition to leadership of DCDA • Advise the land clearance and grievances committees • Assist in devising the land sale/lease strategies • Assist in establishing the land titles database

  1. Project Management:

• Assist and Train the engineering staff on project scheduling as needed. • Quality Assurance principles • Methods and procedures for effective development plans and site Quality Control as per the codes and guidelines given by DCDA to developers and contractors • Assist and advise on devising procedures through which developers, their sub contractors and DCDA’s direct contractors’ Construction Site Safety, environment considerations and Health practices can be reviewed and monitored • Assist and advise on the guidelines for new city developments by private developers and investors. • Advise on proper assessment of the development plans, designs and conducting quantity survey before implementation of specific projects starts by the DCDA’s contractors or by the developers • Guide and assist project directors in making sure factual information and clear direction is provided to DCDA contractor and all other parties who are required to carry out works on behalf of DCDA, to ensure the output received from concerned parties meet the needs

  1. Coordination with Stakeholders: In the endeavors to develop a new city, DCDA at present is dealing with three stakeholders (i.e. government, donors and private sector majorly, while in the near future the end user will also be added as a stakeholder to deal with, once the development of housing will be started. Coordination with the stakeholders is an important job of DCDA being the managing authority of the biggest development project. The Technical Advisor is expected to contribute as follows in this area: • Assist on technical aspects of the coordination work with the stakeholder • Assist the preparation of project proposals for financing through government or donors • Assist to coordinate the KNC development activities with relevant ministries and other government organization • Assist in preparation of presentation and other promotional material used for coordination work • Present KNC project in seminars, conference and high level meeting at national or international levels • Participate in the discussions and meetings with donors, government and private sector • Assist DCDA in the activities with developers and identification of the right developers for investment in KNC

2.3 Deliverables

The deliverables of the Technical Advisorare: • Engineering Planning and Design procedures and manuals are prepared • General Urban Development Guideline are prepared to get guidance in preparation of the guidelines for development of each parcel • Mechanism to control the development activities of the developers and their contractor is established • Procedures for land sale and lease are developed • Quality control manuals and a scheduling system is developed • An effective database for land titling is established • A coordination chain is established with the relevant stakeholders • A mechanism to identify technical abilities of the developer is developed • Site Safety and Health standards and procedures are established.

2.4 Skills, Experience and Qualifications Required The successful candidate should have the following skills, experience and qualifications: • Advance degree (preferably Master or PHD) in development and management related disciplines, preferably from the urban/construction/engineering background or related fields • At least 15 years of experience • Must have the ability to think strategically and execute plans effectively. • Must have the ability to turn the DCDA’s vision into a realistic, credible, attractive future that allows all stakeholders to feel pride and satisfaction. • Must be able to create effective teams, with standards of excellence, including delegating, follow-up, motivating and coaching • Be fully familiar with the management and promotion of urban design projects. • Must have high integrity and ethics, analytical intelligence, excellent communication and decision-making skills, willingness to take the lead. • Must be fluent in written and oral English Familiarity with the official languages of Afghanistan will be an advantage. • Must be fully familiar with the goals of DCDA; • Ability to deal diplomatically with donors, public and private sector agencies and senior project personnel; • Ability to brief and interact with key stakeholders and DCDA Board members and directors credibly.

The mission of the Ministry is to create solid grounds that will ensure the effective and efficient development of the telecommunication sector and transition to the Information Society in Afghanistan. The Afghan Postal Administration of Afghanistan is a Government department under the Ministry of Communications and Information Technology. It operates under the postal law and postal regulation of Afghanistan and Universal Postal Union (UPU) Convention. It provides the customers with traditional postal services as letter post items and parcels as core business and selling stamps and renting the post boxes, as ancillary business and Postal Financial services as well as EMS services as value added services in the competitive communications market. Afghan Post is a state entity and an administration under MCIT, Contrary to the public telecommunication operator, post has not yet enjoyed from reform and investment. According to the future development strategy that fully encompasses the need of reconstruction and modernization, there is a process underway to rewrite the postal law and also create a competition law whilst in parallel setting up a postal regulator in the form of an independent authority under the minister of communication & IT. Reconstruction and development projects are market oriented and potential for growth in the sector and envisaged to take place over a 10 years period of time. Working with the Director General of Manpower and Labor Affairs Regulation Department as counterpart, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Employment Service Center Specialist will: • Assist in the design, development and roll-out of a comprehensive set of systems, policies and procedures for operating and assessing the performance of the Ministry’s Employment Service Centers (ESCs). • To review and propose proper amendments of the existing ESC manuals, • Design a training program for the training of career counselors, • Ensure the delivery of the career training programme and assist in the evaluation of its impact • Ensure that the skills necessary to support and manage the ESCs are institutionalized within the Manpower Department of MoLSA • Coach and mentor the ESCs Managers in order to promote their professional development, and • To assist with the development of a proposal and lobbying donors for funding required to enhance the existing ESCs and establishing fifteen new centers.

Organizational Context The Ministry of Commerce and Industries (MoCI) envisages a socially responsible market economy in Afghanistan, in which sustainable and equitable growth in private sector led and leads to increased employment, higher living standards and the reduction of poverty, in which competition operates for the benefit of all. MoCI has, within government, the specific responsibility to bring forward legislation, programs and other measures to promote trade and, in particular, the role of the private sector. Duties and responsibilities:

The Deputy Minister of Energy will need to provide political support within MEW to introduce the development and implementation of electricity policy as part of a wider initiative to engage the private sector in the power sector. The Civilian Technical Assistance Programme (CTAP) is an Afghan government programme that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programmes by providing them with skilled international technical experts and capacity development advisors. Nature and scope of assignment:

This assignment involves supporting a government-led capacity development program within the Ministry of Energy and Water Energy, Water Deputy Minister. Duties and responsibilities:

Working with the director Water Programs as counterpart, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Water Programs Advisor will: • Leading and managing of subordinates to achieve the strategic goals of the ministry. • Participation in planning and preparation of Master plan of water sector of the river basins. • Preparation of effective and efficient programs on establishment of new water infrastructures for utilization of existence resources. • Design of effective programs to reduce the impact of drought and floods in coordination with other relevant departments. • Control of technical working regulation for water sectors infrastructures to submit to the relevant authorities. • Preparation of constructions programs to use technical methods of rain water harvesting and flood control. • Assigning of team to prepare the primary survey of projects for primary design of water projects. • Monitoring of the economical and Technical design of new water projects and rehabilitation of existing infrastructure in direct coordination with department of planning and donor relation department. • Design and implementation of professional programs for capacity building of water sector engineers and efficiency of work. • Carrying out program assessments in support of defining new programs, projects, or guiding work plans of existing projects; • Designing water resources management activities in support of MEW's Capital Investment Plan (CIP); • Establishing and maintaining internationally recognized standards, also ensuring that partner agencies and beneficiary stakeholders understand and accept these standards; • Ensuring program development of efficient operation and maintenance of developed infrastructure; • Other tasks and duties assigned by Deputy Minister Water.

Deliverables:The deliverables of the advisor are:

• Report on Water policy roles, duties and functions of the MEW, with recommendations for technical assistance and mentoring/training necessary to permit implementation. • Report on the role of MEW in the water resources. The report will address recommended: a) organizational structure, b) staffing requirements, c) assignment of responsibilities, d) training and capacity building areas, and e) next step critical path items. • Report on technical assistance provided by advisor and any mentoring/training activities undertaken in support the MEW.

Skills, experience and qualifications required

Experience:12 years total with at least 6 years relevant Nationality:International Gender:Any Qualifications:Knowledge • Qualified water management engineer with a proven practical background in Afghanistan water Sector; • Proven experience of participating in different project contexts, complex situations, and insecure environments; • Knowledge of participatory techniques and experience in designing and implementing programs requiring high levels of stakeholder participation; • Good managerial and training skills including experience in staff supervision in complex working environments, and demonstrating proven ability in capacity building; • Familiarity with applying international standards; • Computer skills including MS Office, MS Project, e-mail and Internet applications; and • Excellent command of English language.
